I cannot get the "Click to add comment" bar to show both top & bottom as indicated on admin set-up page. I have both top & bottom set to "on" in admin but bottom bar refuses to show.

Even if you have the setting turned "on", the bottom add box will only begin to show up in your commenting system once a significant number of comments have been posted.
